Nearly all of Fountain Valley's housing was built between about 1963 and 1975, and almost all of it sits directly on a concrete slab. When the water lines run under that slab, decades of soil chemistry and water movement eventually produce pinhole leaks — and a slab leak announces itself as a jumped water bill, a warm spot on the floor, or the sound of water running when everything is off.
